Dear friends of rollersports.org, as you know on the occasion of the next Congress, to be held in Rome February 23, 2013, it will be discussed a proposal to amend FIRS Statutes, prepared by FIRS Statute Commission, specifically created and presented by the Italian Roller Skating Federation.
This proposal caused much ado about nothing, with rumors intentionally orchestrated, by mail and by phone. With the transparency, that I think has characterized my work so far, I decided to clarify my position and my choice, both on the pages of FIRS Website and in an official newsletter sent to every FIRS National Member Federations.
For several years, talking to most of you, it emerged the necessity to have more modern Statutes and in the last two years we have worked to create a proposal to share.
The goal I am aiming at, is to bring you, who are the Presidents of National Federations, to speak in a democratic and civilized way , about a "Proposal for Statutes" which, as the term itself indicates, is nothing more than a proposal. You, Presidents, will be called on February 23, not to vote and to accept blindly the Statutes presented - request that I would be the first to define anti-democratic - but to discuss the validity and the opportunity to accept or to reject the proposal, carefully and to vote on each item: if an article convinces, it will be voted, otherwise it will be discussed and revised.
This proposal arises from the hard work of two years, with the intention of making our Federation modern, flexible and able to adapt itself to the changes taking place in our society. And a likewise demanding job will be required to amend the Bylaws.
I was convinced that the world of roller sports would have appreciated the effort to create a draft on which we would have discussed all together in a democratic moment of confrontation as the Congress. Therein lies the meaning of democracy: the freedom to make proposals and to discuss them calmly to achieve a shared result. I was asked, however from several fronts to withdraw this proposal without giving you the opportunity to discuss it. I believe that this is a deep anti-democratic attitude. On February 23, for the first time in the history of FIRS, it will be discussed openly and democratically about the necessity to amend the Statutes and to adapt to them to the requests that our world is advancing. Each of you will be able to express his/her points of view and to make proposals and amendments, if these will be dictated by the desire to develop this sport, I'll be the first one to support them.
FIRS Statutes, as they are conceived now, are old, rigid and, at the same time, unclear in the definition of powers. The current Statutes badly adapts to a modern Federation, which is expecting to be credible at international level and in front of the Olympic Committee. The current Statutes do not allow FIRS even to appear before the Olympic world with a sole identity. For this reason, I am convinced of the necessity to work together to create an appropriate and stimulating charter for the growth of roller skating.
I want to make one final consideration, before seeing you in Rome and discuss with those, who will be there, the presented proposal:
I'm sorry that someone wants to let believe that the election of the President and the First Vice President are related to the approval of the Statute. The agenda of the Assembly includes the first part of the day dedicated to the elections and then we will have plenty of time to review and discuss calmly and deeply each item of the draft of the Statute. It is as if two Assemblies would take place in one day.

como sabéis, en ocasión del próximo Congreso, que se celebrará en Roma el 23 de Febrero 2013, se discutirá una propuesta de enmiendas de los Estatutos FIRS elaborada por la Comisión Estatutos , especialmente creada, y presentada por la Federazione Italiana di Hockey e Patinaggio .Sobre esta propuesta se ha creado un alboroto en los medios de comunicación, con un bullicio de voces ingeniosamente orquestadas por correo electrónico y por teléfono. Con la transparencia que creo haya caracterizado mi trabajo hasta ahora, decidí aclarar mi posición , tanto en las páginas del sitio web de FIRS como con un boletín de noticias oficiales enviado a todas las Federaciones Nacionales afiliadas a FIRS.Durante varios años, hablando con la mayoría de vosotros , se puso de manifiesto la exigencia de contar con unos Estatutos más modernos y, en los últimos dos años, hemos trabajado a la redacción de una propuesta para compartir juntos.
El objetivo que pretendo conseguir es brindar a vosotros, que sois los Presidentes de la Federaciones Nacionales, la posibilidad de hablar, de forma democrática y civil, de una “Propuesta de Estatutos” que, como el propio término indica, es nada más que una propuesta. Se os llama Presidentes, el 23 de Febrero , no a votar y aceptar ciegamente los Estatutos presentados, solicitud que yo sería el primero en llamar antidemocrática , sino para discutir la validez y oportunidad de aceptar la propuesta presentada, con atención y votando cada artículo: y si un artículo convence se somete a votación, de lo contrario se discute de ello y se reelabora.Esta propuesta se basa en el duro trabajo de dos años , con el intento de hacer nuestra Federación más moderna, flexible y capaz de adaptarse a los cambios que se producen en la sociedad. Un compromiso igualmente duro será necesario a la hora de enmendar los Reglamentos.Estaba convencido de que el mundo de los roller Sports hubiera apreciado el compromiso puesto en crear un borrador del cuál, todos juntos, hubiéramos discutido en un momento democrático de confrontación como el Congreso. Ahí radica el significado de democracia: en la libertad de presentar propuestas y de discutirlas con cuidado para lograr un resultado compartido. Algunos me pidieron retirar esta propuesta y de no dejaros discutir de ella . Yo creo que este es un comportamiento sumamente antidemocrático. El próximo 23 de Febrero, por primera vez en la historia de FIRS, hablaremos abiertamente y democráticamente de la necesidad de enmendar los Estatutos y de adaptarlos a los cambios del mundo que sigue su curso. Cada uno de vosotros podrá expresar su opinión y formular propuestas y enmiendas: si son dictadas por el deseo de hacer más grande este deporte, yo seré el primero en apoyarlas.Los Estatutos de FIRS, tal como son concebidos ahora, son unos estatutos viejos , rígidos y al mismo tiempo poco claros en la definición de los poderes. Los Estatutos actuales no se adaptan a una Federación moderna que pide y pretende de ser creíble a nivel internacional y frente al Comité Olímpico . Los Estatutos actuales non permiten a FIRS tampoco de presentarse frente al mundo olímpico con una única identidad. Por esta razón, estoy convencido de que sea necesario trabajar juntos a la realización de un papel constituyente adecuado y estimulante para el desarrollo del patinaje sobre ruedas.Sólo quiero hacer otra consideración, antes de veros todos en Roma y discutir, con quien será presente , la propuesta presentada.
Lamento mucho que alguien intente dar el mensaje de que las elecciones del Presidente y Vicepresidente sean conexas a la aprobación de los Estatutos . La Agenda de la Asamblea prevé que la primera parte del día sea dedicada a las elecciones y seguido, habrás todo el tiempo que se requiere para examinar y discutir con tranquilidad y detenidamente cada artículo de la Propuesta de Estatutos. Será como si en le mismo día se celebraran dos Asambleas.
